I am thinking of using a converter like this

I mean, I will connect usb barcode reader to the usb side of the converter then I will connect rs232 side of the converter to the pic. The question is, such a thing is possible?

In the user manual of there are some barcodes to program barcode reader. One of the barcode in this section is to select the connection type(usb, rs232 etc.) However the problem is I need to do this without changing the cable in barcode reader.

That product uses the Silabs CP2102. That chip must plug into a USB host.
That chip is not a USB host. Look at the diagram on page 4 of
this Silabs document. They show this very clearly:

I read the first page of this thread. People have been telling you this
over and over again. They told you to use the FTDI Vinculum chip, or a
PIC32, etc., chip that can be a USB host. I'm done. I'm not going to

Anyway, it will be difficult to understand what you are trying to tell me, without practicing. I will give it a try.
